Seems like the CEO of Take-Two has no issue with Microsoft acquiring Activision Blizzard. The article says he views Microsoft an ally and the acquisition as good for the industry at large. I think saying something like this is much easier for him. Take Two is the publisher of Rockstar so they have an absolutely massive IP that they know is guaranteed to sale whenever they release. The CEO is not scared of antagonizing Sony by making his thoughts public because he has IP in his roster that carries a ton of weight.

Also since Take-Two is a publisher they aren't in the same market position as Sony or Nintendo. They're not going to say anything against this acquisition publicly. All they want to do is sell games on gaming platforms. It doesn't matter who owns the platforms as long as the platform holder has fair pricing/fees to access their marketplace.

Could you imagine a world where games like NBA 2k and Grand Theft Auto where only available on one platform? That would be a huge competitive advantage.
