The Hightowers are a very wealthy and influential house. Plus, Alicent is the daughter of the Hand of the king. However, when considering the interpersonal relationship between the king's court and the political landscape its a bad decision. This decision immediately alienates his daughter Rhaneyra and Corlys Velaryon. Had the King decided to accept Corlys' marriage proposal, waited until Corlys daughter was old enough to marry and united the houses of Velaryon and Targaryen, the king could have mended old wounds that Rhaneys(she was passed over by the great council) still harbors. Also had the king decided to marry someone from another great house that did not have much influence at court, he could have more easily secured a smooth succession upon his passing.
