He is not a top tier fighter but his value is comparable to that of Franky and Robin. The three of them provide essential services for the crews journey. Robin is the archaeologist without her knowledge of history and ability to read poneglyphs, the crew would have little hope of reaching laughtale, Franky is the inventor/shipwright and chopper is the scientist/doctor. When I think about it, its actually a bit unfortunate that Chopper and Franky don't seem to have more a of symbiotic relationship.
